Code Sections 8875-8875.10), every local government in Seismic Zone 4 β which includes El Monte β was required to inventory unreinforced masonry buildings and adopt a mitigation program. El Monte completed its URM inventory but does not have an active mandatory retrofit ordinance.
California Government Code Β§8875 et seq. required jurisdictions in seismic Zone 4 to develop a URM inventory and a loss-reduction program by 1990. According to California Seismic Safety Commission reports, El Monte identified a small inventory of URM buildings but adopted a notification/voluntary program rather than a mandatory retrofit deadline. Owners of URM buildings receive notice of the structure's risk. Any retrofit must meet the appendix chapter A1 of the California Existing Building Code as adopted under EMMC Title 15. Voluntary retrofit is encouraged and may be eligible for state mitigation grants.
There is no automatic citation for owning an un-retrofitted URM in El Monte because the program is voluntary. Failure to perform required notification (if conveyed by ordinance) is enforced administratively. Any unpermitted retrofit work is a Title 15 violation.
