California H&S Code Β§19200(b) authorizes local jurisdictions to require certified seismic gas shutoff valves. The state's adopted California Plumbing Code Β§1210.18, enforced through EMMC Title 15, requires automatic seismic gas shutoff valves on the gas service line of new buildings and on additions, alterations, or repairs to existing buildings when the project value exceeds $10,000 or 10% of the building's assessed value. The valve must be CSA-listed and CSLB Title 24 certified, installed downstream of the meter, and inspected. Building owners selling property must disclose the presence or absence of a seismic shutoff valve per the Natural Hazards Disclosure (Civ. Code Β§1102.6c).
Failure to install a required seismic gas valve blocks final inspection and certificate of occupancy. Selling without proper disclosure may expose sellers to civil liability under Civil Code Β§1102 disclosure rules.
