California SB-525 (Labor Code Β§1182.14) sets a statewide healthcare worker minimum wage stepping toward $25 per hour by 2028. Los Angeles applies the state law to covered hospitals, dialysis clinics, and community clinics; LA County DPH monitors compliance.
Signed in October 2023, SB-525 established the first statewide healthcare-worker minimum wage at California Labor Code Β§1182.14. Phased schedules vary by facility type. Large health systems (10,000+ employees) and dialysis clinics began at $23/hour in 2024 and reach $25/hour by 2026. County and safety-net hospitals reach $25/hour by 2033. Community clinics, rural hospitals, and skilled nursing follow slower paths. Covered workers include clinicians, custodians, food service, security, billing, and other support roles. LA County DPH and the state Labor Commissioner share enforcement. LA city's general LAMC Β§187.00 wage continues to apply where higher than the SB-525 schedule.
Employers face Labor Commissioner citations: unpaid-wage restitution, liquidated damages, and civil penalties up to $100 per employee per pay period for first violations and $200 thereafter under Labor Code Β§1197.1.
