Maryland's statewide minimum wage reached $15 per hour on January 1, 2024 (MD Β§3-413). Baltimore's earlier attempt to pass a city wage was largely superseded; only the city living wage for contractors remains active.
Under Maryland Labor & Employment Β§3-413, the statewide minimum wage rose to $15.00 per hour for all employers on January 1, 2024, accelerated from a phased schedule originally extending to 2025. Baltimore passed Bill 17-0341 in 2017 setting a $15 city minimum, but Mayor Pugh vetoed it; with the state catching up, no separate Baltimore minimum is in force. Tipped employees keep a $3.63 cash wage with tip credit up to $11.37. Baltimore retains the Living Wage Ordinance (Article 5 Β§26) for city service contractors only.
Wage violations expose employers to back wages, treble damages under MD Β§3-507.2, civil penalties up to $1,000 per violation, and enforcement by the Maryland Commissioner of Labor.
