Detroit employers with 11 or more employees must allow up to 72 hours of paid earned sick time annually; smaller employers must allow 40 paid plus 32 unpaid hours, transitioning over a phase-in. Workers accrue one hour per 30 hours worked and may use leave for personal illness, family care, domestic violence safe leave, or public health emergencies. Michigan preempts local sick-leave rules, so Detroit cannot expand benefits beyond state minimums.
Failure to provide accrual, retaliating against workers for use, or denying eligible leave triggers Michigan LEO complaints, civil fines up to $1,000 per violation, restitution of pay, and damages including reinstatement for retaliation.
