Connecticut was the first state to mandate paid sick leave through CGS Section 31-57r, requiring service worker employers above certain size thresholds to provide accrued sick time. Public Act 19-25 created the Paid Family and Medical Leave program funded through employee payroll contributions and administered by the Connecticut Paid Leave Authority since January 2022. These statewide programs establish uniform benefits that municipalities cannot supplement with local ordinances imposing additional employer mandates beyond state law.
