Residents and businesses are not directly regulated by the plan, but participating cities such as Yonkers, Mount Vernon, and New Rochelle align local zoning and building codes with county targets, including stretch-energy-code adoption and EV-ready parking requirements.
The plan itself imposes no resident penalties. Local stretch-code or electrification rules adopted by municipalities are enforced through standard building-permit and certificate-of-occupancy processes.
