Newark's 2024 Climate Action Plan formally declares a climate emergency, sets a 2050 net-zero target, and aligns city operations with New Jersey's Energy Master Plan. The plan touches zoning, fleets, and building codes.
Adopted by the Municipal Council in 2024, the Newark Climate Action Plan operationalizes earlier resolutions declaring a climate emergency and commits the city to 50% emissions reductions by 2030 and net-zero by 2050. Implementation cuts across departments: the Department of Engineering pursues green-infrastructure stormwater retrofits, the Office of Sustainability oversees the municipal fleet's electric-vehicle transition, and the Department of Economic and Housing Development integrates climate criteria into Title 40 zoning reviews. Newark is among New Jersey's environmental-justice overburdened communities, which heightens permitting scrutiny under N.J.S.A. 13:1D-157.
The plan itself is policy, not a penalty regime. However, related ordinances cover idling, stormwater, lead, and tree protection, and noncompliant developers face permit denials, design revisions, or mitigation requirements during site plan review.
