DeKalb County is landlocked in the Georgia Piedmont, about 250 miles from the coast. Coastal-zone rules do not apply. River-corridor and watershed rules govern local waterways instead.
DeKalb County is entirely inland in the Georgia Piedmont, with no ocean shoreline, tidal waters, or coastal marsh. The Georgia Coastal Management Program and Shore Protection Act apply only to six Georgia counties (Camden, Glynn, McIntosh, Liberty, Bryan, Chatham). In place of coastal rules, DeKalb is governed by the Metropolitan River Protection Act along the Chattahoochee River corridor (western/northwestern edge of the county), the Georgia Erosion and Sedimentation Act for land-disturbing activities, and the county's watershed protection and stream buffer ordinances for the South River, Snapfinger Creek, Peachtree Creek tributaries, and Nancy Creek.
Coastal rules do not apply. Chattahoochee MRPA violations: restoration orders and fines. Stream buffer violations: $1,000 to $50,000 plus restoration.
