Oklahoma County has no ocean coast, so regulation focuses on riparian and floodplain protection along rivers, lakes, and streams. Major waterways include the North Canadian River, Deep Fork River, Crutcho Creek, Bluff Creek, and reservoirs Lake Hefner, Lake Overholser, and Lake Stanley Draper. Oklahoma City §40-221 establishes 50-foot buffers from perennial streams where clearing and grading are restricted, expandable to 100 feet for designated blueways. Edmond Code §24-75 protects Arcadia Lake watershed with similar buffers. Wetland impacts require federal Clean Water Act §404 permits from the US Army Corps of Engineers Tulsa District under 33 USC §1344. The Oklahoma Water Resources Board (OWRB) regulates water rights and streambank work under 82 O.S. §1086. FEMA floodplain development must comply with OKC §40-401 et seq. (participating in NFIP) — no fill or construction in floodway, and base flood elevation +1 foot freeboard required for structures in floodplain.
