Hinds County is inland (about 150 miles north of the Mississippi Gulf Coast) and is not subject to Mississippi Coastal Program rules. DMR/DEQ coastal permits do not apply. Pearl River floodplain regulation governs waterfront work instead.
The Mississippi Coastal Zone Management Program administered by the Department of Marine Resources (DMR) and MDEQ covers only the three coastal counties (Hancock, Harrison, Jackson). Hinds County is landlocked in central Mississippi and falls entirely outside the coastal zone, so no coastal permits, shoreline setbacks, or Tidelands Trust rules apply. The nearest regulated waters are inland: the Pearl River (regulated as a navigable water of the US by the Army Corps of Engineers Vicksburg District), the Big Black River along the western county line, Ross Barnett Reservoir just upstream, and various creeks. Work in or adjacent to these waters requires Section 404 Clean Water Act permits from the Corps, Section 401 water quality certification from MDEQ, and potentially Rankin-Hinds Pearl River Flood District review rather than coastal permits.
