The Mississippi Coastal Zone Management Program administered by the Department of Marine Resources (DMR) and MDEQ applies only to the three Gulf Coast counties (Hancock, Harrison, Jackson). Rankin County sits in central Mississippi and falls entirely outside the coastal zone, so no coastal permits, shoreline setbacks, or Tidelands Trust rules apply. The defining waterfront regulation in Rankin is instead the Ross Barnett Reservoir shoreline managed by the Pearl River Valley Water Supply District (PRVWSD), plus the Pearl River floodplain downstream of the spillway. Work in or adjacent to these waters requires Section 404 Clean Water Act permits from the Army Corps of Engineers (Vicksburg District), Section 401 water quality certification from MDEQ, and - for Reservoir lease lots - PRVWSD approval rather than coastal permits. The Rankin-Hinds Pearl River Flood and Drainage Control District reviews floodway encroachments below the dam.
No coastal permits apply. Unpermitted Section 404 work in Pearl River, Reservoir shoreline, or wetlands: Corps enforcement plus MDEQ penalties up to $25,000 per day. PRVWSD lease lot violations: lease termination plus restoration costs.
