Saratoga County has no ocean coastline but regulates waterfront development along the Hudson River, Mohawk River, Saratoga Lake, and Lake Desolation under NY ECL Article 15 (Protection of Waters), Article 24 (Freshwater Wetlands), and local waterfront revitalization programs.
Saratoga County is inland with no ocean coast, but significant shoreline development regulation applies to the Hudson River (eastern county border with Washington and Rensselaer Counties), the Mohawk River (southern border with Schenectady County), Saratoga Lake, Lake Desolation, Round Lake, and numerous Adirondack water bodies. NY ECL Article 15 requires permits from NY DEC for in-water work, docks, bulkheads, and dredging. ECL Article 24 (Freshwater Wetlands Act) regulates wetlands 12.4 acres and larger plus smaller wetlands of local significance. The Hudson River in Saratoga County is subject to the NYS Hudson River Valley Greenway and EPA Hudson River PCB Superfund cleanup ordered under CERCLA β development disturbing sediments requires EPA coordination. Stillwater, Halfmoon, Waterford, and Mechanicville operate Local Waterfront Revitalization Programs (LWRPs) under Executive Law Β§914 coordinating coastal-style shoreline protections. Saratoga Lake watershed is protected under the Saratoga Lake Protection and Improvement District. Adirondack Park Agency jurisdiction covers lakeshore development in northern Saratoga County (Corinth, Day, Edinburg, Hadley, Providence). FEMA floodplain development (see separate ordinance) requires local permits.
