Action 32 of Thrive Indianapolis directs the Department of Public Works and the Office of Sustainability to consider cool, reflective, or vegetated roofs on city facilities greater than 5,000 square feet. The Indianapolis Building Code (Ch. 391) defers to the Indiana Residential Code, which permits but does not require ENERGY STAR or CRRC-rated roofing materials. Homeowners installing reflective shingles may qualify for utility rebates through Citizens Energy and AES Indiana. HOAs may restrict colors but cannot ban energy-efficient roofing under Indiana solar-access principles when paired with rooftop solar.
No fines for non-compliance since cool roofs are voluntary; building permits for reroofing must still meet Indiana Residential Code wind, fire, and ventilation requirements regardless of reflectivity.
