The Paramus subdivision and site plan rules require submission of a soil erosion and sediment control plan, prepared by a licensed New Jersey professional engineer in accordance with Bergen County Soil Conservation District specifications, for any site where over 5,000 square feet of ground area will be disturbed. The Planning Board may not give unconditional site plan approval until the District certifies the plan. Plans must include sequencing of installation tied to project progress with start and completion dates. Topsoil may not be removed from the site or used as spoil; topsoil moved during construction must be redistributed to provide at least six inches of cover and stabilized by seeding or planting.
Failure to obtain certification or follow approved plans may halt construction and result in fines plus restoration orders.
