AB 1346 directs the California Air Resources Board to prohibit the sale of new small off-road engines, including most gasoline leaf blowers, lawn mowers, and similar equipment, with the rule taking effect in 2024. Existing equipment may continue to operate, but retailers cannot sell new noncompliant units. Orange County itself does not impose a separate operations ban in unincorporated areas, but several cities layer additional restrictions on hours or zones. Landscapers transitioning to battery equipment may qualify for state rebate funds administered through CARB's commercial incentive program.
