On November 22, 2016, the Orange County Board of Supervisors adopted Ordinance No. 16-018 implementing California Government Code Section 65850.7 (AB 1236). The ordinance requires administrative and ministerial approval of EV charging station applications that meet health and safety requirements. Permits may only be denied if the installation would cause a specific adverse public safety impact that cannot be mitigated. Applications are submitted through the myOCeServices online portal. Under the California Green Building Standards Code (CALGreen), new residential construction must include EV-ready wiring for at least one parking space, and new multifamily and commercial projects must include EV-capable spaces based on total parking count.
No penalties for residents installing EV chargers with valid permits. Contractors installing without permits may face stop-work orders and fines. The county must process applications within standard building permit timelines.
