Dublin requires grading permits for residential projects moving more than 50 cubic yards of soil or altering drainage patterns. Lots must slope away from foundations at 5 percent for the first 10 feet per Ohio Building Code.
Grading plans submitted with building permits must show existing and proposed contours, drainage swales, and downspout discharge locations. Drainage cannot be redirected onto neighboring properties in a way that causes harm, per Ohio common law reasonable use doctrine. Sump pump discharge to public right-of-way is prohibited; discharge must be directed to a storm sewer connection or dry well. Finished grade must be at least 6 inches below the top of foundation per Ohio Residential Code R401.3.
Stop-work orders for unpermitted grading; drainage complaints between neighbors can result in civil litigation. Restoration orders require grading to pre-violation contours.
