Grand Rapids enforces FEMA-mapped Grand River floodplain rules through Chapter 61 of the Zoning Ordinance and Title 5 building code. Structures in Special Flood Hazard Areas must elevate the lowest floor at least one foot above base flood elevation and obtain a floodplain development permit.
After the 2013 Grand River flood that crested at 21.85 feet, the City strengthened floodplain controls. The Floodplain Overlay applies to FEMA Zones A and AE downtown and along tributaries. Any new construction, substantial improvement exceeding 50 percent of structure value, or fill must show no rise in flood elevation. Basements are restricted, mechanical equipment must be elevated, and floodproofing certificates are required for non-residential structures. The ordinance is enforced jointly by the Building Inspections Division and Engineering Floodplain Administrator and is required for participation in the National Flood Insurance Program.
Unpermitted floodplain work brings stop-work orders, civil fines up to 500 dollars per day, and possible loss of National Flood Insurance Program eligibility for the property. FEMA may also pursue declaratory and remediation orders.
