SLCRO §1115.105.2 exempts site/land-disturbance work of less than 30 cubic yards of soil moved AND less than 2,000 sq ft of disturbed area from the building-permit requirement. Larger projects require a grading permit and erosion controls.
The exemption covers landscaping, gardens, shrubbery, planting boxes, and retaining walls up to 3 ft (not supporting surcharge). Reseed/resod up to 10,000 sq ft is also exempt. The exemption is voided if work changes property-line elevations, blocks drainage, or damages adjacent properties. Anything in the public ROW also requires a Special Use Permit.
