FEMA flood zone rules in Kirkwood, MO β also called floodplain regulations or special flood hazard area (SFHA) rules β determine flood insurance requirements and elevation standards for new construction.
Kirkwood's Floodway/Floodplain Management ordinance (Chapter 5, Article VI; Ord. No. 10241, adopted Dec. 18, 2014) requires a floodplain development permit for all development in FEMA-designated A and AE zones shown on the St. Louis County FIRMs effective February 4, 2015.
Kirkwood participates in the National Flood Insurance Program (NFIP). The Floodway/Floodplain Management ordinance applies to all lands within Kirkwood identified as numbered and unnumbered A zones and AE zones on the Flood Insurance Rate Maps (FIRMs) for St. Louis County, with map panels effective February 4, 2015, as amended. No development, including placement of manufactured homes, is permitted in these areas without a floodplain development permit issued by the City Council or its designated representative. The ordinance was established under authority delegated by the State of Missouri (RSMo Ch. 89 zoning enabling) to protect health, safety, and general welfare. Areas along the Meramec River drainage and tributaries are most affected.
Development without a floodplain permit can result in stop-work orders, civil penalties, required removal of unauthorized structures, and loss of NFIP eligibility for the property. Contact Kirkwood Planning at 314-822-5815.
