Kirkwood, MO Animal Ordinances: Veterinary Clinic Zoning (2026)

A vet clinic seeking a special use permit goes through the same steps as a major site plan review under § 25-19(e): the Planning and Zoning Commission reviews the application and forwards a recommendation, then the City Council holds a public hearing and approves, conditions, or denies the request by ordinance. Council must weigh whether the clinic will substantially increase traffic or fire hazards, hurt the character of the neighborhood, overtax public utilities, or harm the general welfare, and can require landscaping, screening, or fencing to protect surrounding properties.

The approval is not permanent: it automatically lapses if the clinic use is abandoned for more than 120 consecutive days, if operation or construction does not start within one year, or if construction is not finished within 18 months of the building permit. An owner can ask City Council in writing, at least 30 days before expiration, for up to three one-year extensions. A clinic already lawfully operating before this reclassification keeps its status without reapplying, but any later change to the operation still requires Commission review under § 25-20(c). A denied or conditioned application can be appealed to the St. Louis County Circuit Court.
