Volusia County LDC and Chapter 72 regulate grading and drainage. Drainage design must comply with SJRWMD criteria and must not discharge concentrated flow onto adjacent properties (Florida common-law 'reasonable use' standard). Site grade must slope away from structures at minimum 5% for first 10 feet per Florida Building Code. Retaining walls over 4 feet in exposed height require a Florida-registered PE design and building permit. Walls near property lines need setbacks per LDC. Sinkhole-prone areas (karst terrain in western Volusia including Deltona, Orange City, DeLand) require geotechnical review before major grading. Final grade inspections required before occupancy.
