Under its Climate Action Plan, Hennepin County instructs operators of county vehicles, including HCSO, public works, and human services fleets, to avoid extended idling. The policy targets idling longer than three minutes except where heating, cooling, or law enforcement use is necessary. Many Hennepin cities, including Minneapolis, have parallel anti-idling ordinances near schools, HCMC, and other hospitals. Diesel construction equipment on county projects is also encouraged to use idle-reduction technology. The county provides outreach materials for school bus operators serving Minneapolis Public Schools, Bloomington, and other districts.
County fleet violations are handled through internal discipline; city idling ordinances may impose modest fines on commercial operators.
