DeSoto County, Southaven, Olive Branch, Horn Lake, and Hernando are all permitted Small MS4s under Mississippi Department of Environmental Quality (MDEQ) Phase II NPDES general permit MSR040000. New construction and redevelopment disturbing 1 acre or more must submit a Stormwater Pollution Prevention Plan (SWPPP) and a post-construction stormwater management plan showing runoff control through detention basins, bioswales, or infiltration. The county Engineering Department reviews plans in unincorporated areas; municipalities handle their own jurisdictions. Post-construction facilities (detention ponds, water-quality structures) must be maintained by the property owner or HOA in perpetuity under a recorded maintenance agreement. Illicit discharges to the storm sewer or to streams feeding the Coldwater River, Horn Lake Creek, or Nonconnah Creek are prohibited under local IDDE ordinances. Each city has adopted post-construction runoff-reduction standards per Phase II rule.
