Adopted under the 2008 Sustainability Plan and reinforced in the Climate Action Plan, Mesa's procurement guidance asks city departments to favor ENERGY STAR equipment, WaterSense fixtures, recycled-content paper, and EPEAT-rated electronics where price and performance are comparable. Mesa Utilities, Public Works, and Fleet Services use the policy when specifying replacements. The policy does not preempt state procurement law and does not impose requirements on private contractors beyond those written into individual city solicitations.
This is an internal city policy with no civil penalty for residents; non-compliance by departments is addressed through procurement audits and budget review.
