The county Department of Procurement and Material Management follows the Sustainable Purchasing Policy adopted alongside CECAP. Solicitations must include language preferring electric and hybrid vehicles, ENERGY STAR appliances, EPEAT Gold electronics, recycled-content paper, and low-VOC paints. Construction contracts evaluate lifecycle energy cost and embodied carbon for projects above $5 million. The policy applies only to county government procurement, not to FCPS or private contractors generally, although vendors selling to the county must complete sustainability questionnaires.
No public penalties; non-compliant solicitations can be withdrawn, and award protests may be sustained where required preferences were omitted.
