Alhambra Zoning Code 23.12.050 requires all walls and fences to be maintained in a safe, neat and orderly condition, the finished side of perimeter fencing to face adjacent properties, and a Planning application before installation. Heights are capped at three feet in front yards and six feet elsewhere.
The City of Alhambra sets several baseline requirements for fences in Zoning Code 23.12.050. All walls and fences must be maintained in a safe, neat and orderly condition at all times, and the finished side of all perimeter fencing must face adjacent properties. Height limits apply by location: three feet in the front yard or within five feet of a street side property line, and six feet on all other portions of the lot. Per the city's Community Development Department, a building permit is not usually required, but a Planning application is, and applicants must submit a site plan showing property lines, streets, buildings, and the location, length, height and design of the proposed fence. Material standards also apply: fences may not be built from grey smooth block unless architecturally treated (such as sand-finish stucco or veneer), nor from wire or chain link in regulated locations, and hazardous fencing such as barbed wire, razor wire, ultra-barrier and electrified fencing is prohibited unless required by law. Fences over six feet enclosing commercial, industrial, tennis-court or similar uses outside street setbacks require a minor use permit. These are city standards distinct from Los Angeles County rules and from the state building-permit threshold of seven feet.
Poorly maintained, unsafe or dilapidated fences, perimeter fencing with the unfinished side facing neighbors, or fences installed without the required Planning application violate Zoning Code 23.12.050 and are subject to Alhambra code enforcement.
