Alhambra, CA Fence Regulations: Retaining Walls (2026)

Alhambra's Zoning Code 23.12.050 includes a specific rule for fences combined with retaining walls, which is important on the city's many sloped and graded residential lots. In the event there is a retaining wall, the maximum height of the fence or wall on top of it shall not exceed three feet, measured from the grade of the dirt that the wall is retaining. However, in no event shall the height of the retaining wall, together with the fence or wall, exceed six feet above sidewalk elevation. This combined cap prevents stacking a tall retaining wall and a tall fence to create an excessively high barrier near the street.
