Lancaster, CA Fence Regulations: Retaining Walls (2026)

Lancaster's commercial-zone property development regulations, Section 17.12.130.B.2.a, set a flat 6-foot height cap for retaining walls in any required front, side or rear yard, no separate permit needed just to build one at or under that height. Where a retaining wall holds back a cut below natural grade along a lot line, the code allows the owner to top it with an additional fence or wall as tall as would otherwise be permitted at that location had no retaining wall existed; if the retaining wall instead retains fill, its height counts toward the total permitted fence height, but the code carves out an exception letting an open, non-view-obscuring fence of 3.5 feet sit atop it purely for fall protection, even if that pushes the combined height over the normal limit.

The general yard fence and wall height rule in the same subsection caps ordinary fences and walls at 6 feet, but subsection 7 lets the director approve a taller wall or fence, up to 8 feet, in any required yard through a director's review process that examines materials and imposes conditions of approval; that review follows the procedures in Article VI of Chapter 17.32. Because these standards sit within the C-zone property development regulations, they govern retaining walls on commercially zoned lots specifically; walls that also function as a required masonry buffer facing residential property must additionally meet the separate 6-foot masonry wall standard for commercial uses adjoining residential zones found later in the same section.
