In the City of Alhambra, construction, repair, remodeling and grading noise is exempt from the noise code only when it does NOT occur between 7 p.m. and 7 a.m. on weekdays including Saturday, or at any time on Sunday or a federal holiday (Municipal Code Sec. 18.02.060(C)).
Construction noise in Alhambra is governed by the exemption in Section 18.02.060(C) of the Municipal Code. Noise from construction, repair, remodeling, or grading of real property, or authorized seismic surveys, is exempt from the dBA noise standards only if the activity does not take place between 7 p.m. and 7 a.m. on weekdays including Saturday, and does not take place at any time on Sunday or a federal holiday. In plain terms, the city permits construction work weekdays and Saturdays from 7 a.m. to 7 p.m., and prohibits it all day Sunday and on federal holidays. Any vibration created must also not endanger public health, welfare, and safety. Work outside these hours loses the exemption and is then subject to the interior dBA caps in Section 18.02.050 (55 dBA residential, 60 dBA mixed use, 70 dBA commercial), which construction equipment will almost always exceed, making off-hours work a violation. Two carve-outs exist: public-agency emergency work (Sec. 18.02.060(G), e.g., downed wires, sewer or water-main repair) and projects granted a temporary exception by the Planning Commission under Section 18.02.110, which can authorize different operating hours. This is the city's own rule; Los Angeles County's construction-hour rules apply only to unincorporated areas, not to incorporated Alhambra.
Construction noise during prohibited hours (7 p.m.-7 a.m. weekdays/Saturday, or any time Sunday/federal holiday) is not exempt and is an infraction under Section 18.02.120.
