Construction hours in El Monte, CA — sometimes called construction noise rules or contractor work-hour ordinances — set when contractors can run power tools, hammers, and heavy equipment.
Power construction equipment in or adjacent to residential areas is allowed only 6:00 a.m. – 7:00 p.m. Monday–Friday and 8:00 a.m. – 7:00 p.m. on Saturday and Sunday (El Monte Municipal Code §8.36.050(C)).
Under El Monte Municipal Code §8.36.050(C)(1), it is unlawful to operate power construction tools or equipment for outside construction or repair work on buildings, structures, or projects in or adjacent to a residential area except between 6:00 a.m. and 7:00 p.m. Monday through Friday, or between 8:00 a.m. and 7:00 p.m. on Saturday and Sunday. There is no separate carve-out for holidays in Chapter 8.36. §8.36.050(C)(2) allows the Chief Building Official to grant a written variance from these hours on a showing of good cause by the applicant and contractor; the official may impose mitigation conditions and the City may charge a review fee under §8.36.050(C)(3). §8.36.050(G)(2) exempts emergency work, and §8.36.050(G)(5) preserves work by park-and-rec, public works, and regulated public utilities. Loading and unloading of crates, containers, or building materials in residential zones is also restricted between 10:00 p.m. and 7:00 a.m. under §8.36.050(E).
Construction outside permitted hours is a misdemeanor under §8.36.110(B): up to $500 fine and/or 6 months in county jail, with each day a separate offense. Working beyond the scope of any written variance granted by the Chief Building Official is also a violation (§8.36.050(C)(2)).
