Indio's Unified Development Code Section 3.02.10 sets where fences go: a fence on a lot line counts as in the adjacent yard, the owner must locate all lot lines first, and fences must keep a four-foot clearance around hydrants, meters, and utilities. A traffic-safety visibility area must stay clear at corners (Section 3.02.06).
Beyond height, Indio's Unified Development Code, Chapter 3.02 (General Site Development Standards), imposes several requirements on fences and walls. Under Section 3.02.10, a fence may be erected along or adjacent to a lot line or within a yard, and a fence located on a lot line is considered to be within the yard adjacent to that line; the fence owner is responsible for properly locating all lot lines before construction. All walls and fences must provide a four-foot clearance around fire hydrants, water meters, and all other utility structures. Fences and walls in single-family residential zones (named DE-1, DET-3, SN-4, and SN-8 in the UDC) must comply with the full set of standards in Section 3.02.10. At corners, the traffic-safety visibility area (sight triangle) in Section 3.02.06 must be kept clear: the triangle is formed by measuring 20 feet along the front and side property lines at a street or alley intersection and connecting them diagonally, and a minimum 10-foot sight triangle must be maintained at all driveways, so fence and wall heights are restricted within those areas. Unless otherwise exempt, a building permit is required for new fences, walls, and screening, and fences cannot encroach into a public parkway or street area except as allowed by Indio Municipal Code Section 97.068. Fences that block the required corner or driveway visibility area, intrude on the four-foot utility clearance, sit on a mislocated lot line, or are built without a required permit can be cited by the City's Planning and Building & Safety divisions. Correction may require relocating, lowering, or removing the fence. The fence owner bears responsibility for an incorrectly located lot line.
