Ottawa County does not zone; your city or township does under Michigan's Zoning Enabling Act. In Georgetown Charter Township a fence may not exceed 3 feet in the front setback area or 6 feet in any other yard.
Michigan counties generally do not adopt zoning (MCL 125.3201) — cities and townships regulate fences. Georgetown Charter Township (the county's largest municipality, Jenison) caps fences at three (3) feet in the front setback and six (6) feet elsewhere. The City of Holland is stricter: in residential districts open fences are limited to 4 feet and solid fences to 3 feet in front and side-front yards, rising to 6 feet in rear and behind-the-house side yards. A 4-foot fence may be allowed in a Georgetown front setback if the Zoning Administrator finds it will not obscure traffic visibility.
In Georgetown Township a zoning violation is a civil infraction: fine $100–$500 for the first offense, $500–$1,000 for subsequent offenses; each day a separate offense (§30.3).
