Bloomington City Code §21.301.08 limits fences to 4 ft in front setbacks, 6 ft on side/rear lots, and up to 8 ft where residential abuts nonresidential use. No building permit required for fences 7 ft or under. Height measured including fence body plus max 6 inches above natural grade. Posts may extend 12 inches above fence body.
Fence height may not be artificially increased via retaining walls, berms, or other grade modifications — height is measured from pre-modification ground level. Where fence is over 3 ft and in a yard adjacent to a street but not meeting principal structure setback, opacity is limited to 50%. Fences in alleys are not subject to the street opacity rule. Fences allowed in any zoning district and may be placed up to (but not over) the property line. Clear view triangle setback must be maintained at intersections. Note: the city held a public hearing in March 2026 on potential amendments to fence height, opacity, and material standards.
