Hamilton County's cities zone their own land under Indiana Code 36-7-4, so fence height is fixed by city ordinance, not the county. Under the Fishers Unified Development Ordinance (Sec. 6.18.2), a fence in a required side or rear yard of a one- or two-family lot may reach 6 feet, while a fence in a primary front yard is capped at 4 feet and must be at least 50% open. Carmel's UDO is similar: side and rear yard fences may not exceed 6 feet, and a front-yard fence must be at least 75% open. The county Plan Commission's rules apply only to unincorporated land.
