LUDC 8.4.605(C) provides that 'Fencing material shall not consist of tires, manufactured home parts, salvaged building materials, automobile parts, junk, or garbage.' This is a countywide standard aimed at both aesthetics and nuisance/junk abatement in the unincorporated area. Subsection D caps fencing at eight feet in height. Where screening of refuse or outdoor storage is required, the fence must be 100% sight-obscuring and at least six feet (8.4.605.A-B). These material rules apply to the unincorporated county; cities within Kootenai County set their own material standards.
Using prohibited materials is a LUDC violation (8.8.603.A misdemeanor); the county may order removal/correction and assess penalties up to $1,000/day.
