Yuba County Development Code Section 11.19.040(E) prohibits barbed wire, razor wire, ultra-barrier and electrified fencing except for agricultural uses, where required by law, or where a business security need is approved by the Zoning Administrator. Inside the Valley Growth Boundary, plain concrete block visible from a public street and certain chain link are also restricted.
Material limits are concentrated in Section 11.19.040(E). Subsection 1 bars barbed wire, razor wire, ultra-barrier, electrified and other hazardous fencing, with three exceptions: (a) on the site of a permitted agricultural use if needed for livestock or ranch operations; (b) where required by any County, State, federal or other public-agency law or regulation; and (c) upon Zoning Administrator approval when a business demonstrates it is necessary for security, in which case the fencing must be screened from the street and from any adjacent residential or mixed-use districts. Subsection 2 provides that within the Valley Growth Boundary plain concrete block is not permitted as a fencing material if visible from a public street; it may be allowed when finished with stucco and capped with a decorative cap, while split-face and other architectural block need not be stuccoed. Subsection 3 prohibits chain-link fencing within the Valley Growth Boundary for commercial projects, production homes and multi-family projects of four or more units, and in Industrial districts chain link must not be visible from public view unless screened by terrain or vegetation. Fencing visible from a street must use materials and colors compatible with the site's architecture.
Installing prohibited barbed/razor/electrified fencing or non-compliant block or chain link is enforced by the Community Development and Services Agency; offending fences may have to be removed, screened or replaced.
