Spokane County prohibits barbed wire fences in the Rural Activity Center, Low/Medium/High Density Residential, and Mixed Use zones (with limited utility/institutional exceptions). Electric fences are allowed only outside the urban growth area, for confining animals.
SCC 14.812.100(3) prohibits barbed wire fences in the Rural Activity Center, Low Density Residential, Medium Density Residential, High Density Residential, and Mixed Use zones, except that utility and institutional uses may use barbed wire for health/safety purposes. In the Regional Commercial, Light Industrial, and Heavy Industrial zones, barbed wire may be used only on the upper portion of the fence. Electric fences are permitted only in zones outside the urban growth area boundary and only for confinement of animals and control of predators, and are prohibited in all zones within urban growth areas. Electric fences must meet Washington electrical-wiring rules under chapter 19.28 RCW.
Prohibited barbed-wire or electric fencing must be removed or brought into compliance; the Division of Building and Planning enforces these zoning-code restrictions.
