NY RPL Β§840 (the 'division fence' statute) lets adjoining owners share costs of a fence on the property line. Either owner can build such a fence and obtain half the cost from the other under a formal notice procedure before town fence viewers. Schenectady County towns retain the fence-viewer role, though it's rarely invoked. Best practice is a written agreement. Fences must be entirely on the building owner's side unless a mutual agreement places them on the line.
