In townships under the county Rural Zoning Resolution, a Zoning Certificate must be issued before you erect or change a structure. Incorporated cities and self-zoning townships (e.g. West Chester) run their own fence-permit process.
There is no countywide fence permit; permitting follows whichever jurisdiction zones your parcel. Under the Butler County Rural Zoning Resolution (ORC Ch. 303), Section 25.31 makes it unlawful to erect, change or enlarge a structure until a Zoning Certificate is issued by the Zoning Administrator confirming conformity with the resolution. Fees are set annually by the Board of County Commissioners (25.4). Inside cities such as Hamilton or Middletown, and in self-zoning townships like West Chester Township, you apply to that jurisdiction's zoning or building office. Check before you dig.
