Unincorporated Lubbock County issues no fence permit because it cannot zone. In the City of Lubbock a building permit is not required for a fence up to 7 feet high, but a fence over 7 feet does need one.
The county has no fence permit for unincorporated land; its permitting reach is limited to on-site sewage (Health & Safety Code Ch. 366) and subdivision plats (Local Gov Code Ch. 232). Inside the City of Lubbock, the adopted Building Code exempts "Fences not over 7 feet (2134 mm) high" from a permit, so a taller fence requires a building permit from Lubbock Building Safety. Masonry walls and structural work still require review, and fences must clear the visibility triangle at corners. Slaton and Wolfforth apply their own permit rules. Check with your city's building-inspections office before installing.
Building an over-height fence without the required city permit can trigger stop-work orders and code-enforcement fines; the county does not permit fences.
