Fences 6 ft or under: no DOB permit required. Over 6 ft: DOB work permit. Landmark districts and historic homes require LPC approval regardless of height.
Per NYC DOB Buildings Bulletin 2011-014 and ZR 23-44, fences 6 feet or less in height do not require a DOB work permit but must comply with zoning. Fences over 6 feet require a standard DOB permit. All exterior work on landmarked buildings or in historic districts requires a Certificate of No Effect or Permit for Minor Work from the Landmarks Preservation Commission. Staten Islands historic districts include St. Georges and the Stapleton Heights area.
