Ohio Residential Code R326 (adopted via OAC 4101:8) requires all residential swimming pools with water deeper than 24 inches to be enclosed by a barrier at least 48 inches high. Gates must be self-closing and self-latching with latch at least 54 inches above the ground.
Franklin County Building Regulation enforces R326 for unincorporated areas. Openings in the barrier cannot allow a 4-inch sphere to pass through. Chain-link fences must have a mesh size of 1.75 inches or less or be slatted. Above-ground pools with walls at least 48 inches can serve as the barrier when the ladder is removable or lockable. Permits are required before installation; inspections occur before the pool is filled.
