PA Uniform Construction Code (34 Pa. Code Ch. 403) adopts IRC R326 countywide: pool barriers minimum 48 inches high with self-closing, self-latching gates. Applies to all Allegheny municipalities participating in UCC (all except Philadelphia).
PA UCC requires 48-inch minimum barrier around any pool capable of holding 24 inches or more of water. Gaps under the barrier cannot exceed 4 inches. Gates must open outward away from pool, self-closing and self-latching with latch 54 inches above ground. Fence vertical members spaced less than 4 inches apart. Above-ground pools with 48-inch walls may use the pool wall as the barrier if ladder is removable or lockable. Building permit required through municipal code official.
