Under the Pennsylvania Swimming Pool and Spa Code (adopted from the 2018 International Swimming Pool and Spa Code, Chapter 3), all residential in-ground and above-ground pools with a water depth of 24 inches or more must be enclosed by a barrier at least 48 inches in height. The barrier must not have openings, handholds, or footholds that would allow a small child to climb. Vertical clearance between the bottom of the barrier and the ground must not exceed 2 inches. All barrier gates must be self-closing and self-latching, opening outward away from the pool, with the latch mechanism located at least 54 inches above grade on the pool side. Above-ground pools with sides at least 48 inches high may use the pool wall as the barrier if the access ladder is removable or has a lockable gate. In-ground pools require a separate perimeter fence meeting all barrier standards. Pittsburgh PLI inspects pool barriers as part of the building permit process. Failure to maintain compliant barriers may result in code enforcement action and fines.
