DeKalb County follows the Georgia State Minimum Standard One- and Two-Family Dwelling Code, which adopts IRC Appendix G for residential swimming pool safety. Barriers around pools, spas, and hot tubs must be at least 48 inches tall, measured on the side facing away from the pool. Gates must open away from the pool, be self-closing and self-latching with the latch at least 54 inches above grade. Barrier openings must not allow passage of a 4-inch sphere. House walls serving as part of the barrier require door alarms or self-closing/self-latching devices on doors providing direct pool access. Above-ground pools with sides 48+ inches meeting other barrier standards may satisfy the requirement. Barrier compliance is inspected at pool permit final inspection.
Non-compliant barriers: fail final inspection, pool may not be filled until compliant. Code Enforcement citations after installation: $500-$1,000 fine. Liability exposure for drowning incidents.
