Public pool enclosures must be at least 4 feet high with self-closing, self-latching gates and openings no greater than 4 inches. For private residential pools, Colorado has not enacted a statewide barrier statute; instead, almost all jurisdictions adopt the International Residential Code (IRC Appendix G) or International Swimming Pool and Spa Code through local building code adoption, producing functionally uniform standards: 4-foot minimum barrier, self-latching gates, and 54-inch latch height.
CDPHE may suspend public pool licenses for barrier violations; residential violations are enforced by local building departments and can void certificates of occupancy or expose owners to attractive-nuisance liability.
