Pool cover (ASTM F1346-compliant) may supplement but cannot replace barrier. Above-ground pools with sides 48+ inches high qualify if ladder is removable/lockable. A door from house to pool area must have an alarm or self-closing mechanism. Building permits required for all pools including above-ground (usually over 24 inches deep). Quincy (Inspectional Services), Brookline (Building Dept.), and Weymouth (Building Dept.) enforce. Draining water into storm drains restricted under MS4 permits.
