Alameda County follows the California Swimming Pool Safety Act (Health and Safety Code sections 115920 through 115929) for all new and remodeled residential pools and spas. Enclosures must be at least 60 inches (5 feet) in height, with no more than 2 inches of clearance at the bottom and no openings greater than 4 inches through which a sphere could pass. Gates must be self-closing and self-latching with the latch at least 60 inches above the ground. New construction and remodels must include at least two of seven approved drowning prevention safety features, such as an enclosure, removable mesh fence with gate, approved safety pool cover, exit alarms on doors, self-closing door devices, or approved alarms. The county building department enforces these requirements at plan review and final inspection. Enforcement is handled by the Alameda County Public Works Agency Building Inspection Division.
